Is it that Gemini Observation thing with a slightly wrong nose cone ?

Those look like Aerobee style fins. Maybe that's the start of a first stage of an Aerobee 150 or 300, but that transition is going to need some work.

I knew it was a transition, I just thought maybe the BT-60 Gemini cone was no longer available.
Is it BT-60 based ?

No, nothing scale. I have seen one built previously, but never at the pads.
