It also depends on what you're doing with the chili. If you're just going to eat the chili as a stand-alone dish, beans are quite suitable.
OTOH, if you're going to use it as a topping (e.g. on a baked potato, Frito's, French Fries, etc.), then beanless makes sense.
FWIW, I always add beans when I make my own...
